On Wednesday, October 16, Harvard Developments, the City of Regina, and the Regina Downtown Business Improvement District (RDBID) announced the creation of “The Skuare,” a modern public entertainment space in the heart of downtown Regina. Located just north of Victoria Park, adjacent to Hill Centre Tower I, The Skuare is designed to enhance the downtown core by transforming the currently empty lot into a dynamic gathering place for both the public and the downtown business community.
The Skuare will use cleverly repurposed shipping containers to house a bar, retail space, site office, and public washrooms. In addition to these modern amenities, the area will be filled
with outdoor furnishings like picnic tables, lounge chairs, and shade structures, offering a welcoming atmosphere for relaxation and socializing.
"Harvard Developments is proud to be a stakeholder in this initiative and would like to extend sincere thanks to the team at the Regina Downtown Business Improvement District and the City of Regina for their vision and execution of this fantastic initiative," said Terri Klyne, Senior Director, Property Management. "Under the guidance of Judith, Leasa and the team at RDBID, the Skuare will become a hub of activity that will complement the existing public realm spaces within the Downtown."
Located on the site of the historic Gordon Block and Burns Hanley Building, The Skuare will be much more than just seating and refreshments. Visitors can enjoy a variety of outdoor activities, including cornhole, mini golf, and ping pong. Thanks to partnerships with local organizations, year-round programming and events are planned, including winter markets and Frost Festival celebrations. The Skuare will be operational for three seasons a year, ensuring a lively downtown atmosphere well beyond the summer months.
“This concept is a first for Regina, blending modern modular design with nods to the city’s history,” Klyne added. “A mural will pay tribute to the former Burns Hanley Building alongside other works from talented local artists. We are thrilled to work alongside RDBID and the City of Regina to bring this vision to life and offer a unique space for our downtown community.”
Regina Mayor Sandra Masters echoed the enthusiasm, highlighting the importance of revitalizing the downtown core.
“Our goal is to create a downtown where people feel safe and where businesses can flourish,” said Masters. “The Skuare will give folks even more reasons to come downtown—whether it's a friendly mini-golf game, enjoying local artwork with a drink in hand, or simply exploring the shops and restaurants nearby. The more people we attract to the area, the safer and more vibrant it becomes.”
Construction on The Skuare is expected to be completed within the next year, with the space set to be fully operational and ready to host events by the summer of 2025.
